Request for Proposals 

Town of Worcester Municipal Energy Resilience Program

Project Overview:

The Town of Worcester has received funding through the Municipal Energy Resilience Program (MERP), administered by the State of Vermont Department of Buildings and General Services (BGS), to implement energy efficiency and resilience improvements at the following locations:

  1. Town Hall Complex – 20 Worcester Village Road, 
  2. Town Hall – 12 Worcester Village Road,
  3. Worcester Highway Department – 11 Maxham Drive.

This work consists of designing, constructing, and commissioning energy improvements (HVAC / NON-HVAC) for all three locations. All necessary permits must be obtained. The winning bidder will be responsible for coordinating with the Vermont Department of Historic Preservation permits all ready obtained to ensure compliance with historic preservation rules before submitting a proposal, bidders shall examine the town scope documents, visit the work site, and fully inform themselves as to all existing conditions. Construction must be completed no later than October 31, 2025. Energy audits for buildings in these scopes are also available upon request.

  • Scope of Work: 

The selected contractor shall provide all labor, materials and equipment necessary to perform all tasks. Please refer to the scope of work located at the link below.

Hearing Process
Informal informational hearings are an opportunity for a
property owner to review the data and new value with an
assessor from NEMRC. They will be conducted either by
phone or in person at the Worcester Town Hall, 20 Worcester
Village Road, Worcester, VT on the following days:

(by appointment):
June 19 & 20, 2025, 12:00 PM – 6:00 PM

Please call the Worcester Listers’ Office at 802-223-6942 and
leave a message with the preferred times for an appointment.


Formal grievance hearings will be held at the Worcester
Town Office (by appointment only) on:
July 7 & 8, 2025, 10:00 AM – 6:00 PM

Hearings will be by appointment only and will last 15
minutes. Be prepared to present relevant evidence regarding
the appeal. All appeals must be in writing. An email is an
acceptable grievance request. Please call 802-223-6942 for
an appointment. Letters must be received, and
appointments made on, or before, July 7, 2025. If unable to
attend, your appeal will be based on the information
provided in the letter.

Particular needs include

1. Town Health Officer and Deputy Health Officer
2. Recreation Committee members
3. Planning Commission members
4. Tree Warden
5. Regional Commissioners & Alternate Commissioner, to be on the board with CVRPC (Central Vermont Regional Planning Commission)
6. Transportation Advisory Committee (TAC) & TAC Alternate, (also with CVRPC)

No specific background is required for any of these positions….simply an interest in serving your community. Back-up expertise is always available through State and Town resources.

A BIG shout out and THANKS to the folks who have recently joined and now volunteer as Emergency Management Director as well as new Recreation Committee and Planning Commission members!!!!

How do I file a complaint?

Dog Licenses

All dogs must be licensed on or before April 1st every year. If registering after 4/1, there is a late fee of 2.00$/per dog. Dogs must also have a current rabies certificate. We cannot
process credit or debit cards at this time. Cash, checks or money orders are gratefully accepted.

FEES:  Neutered/Spayed    11.00$         late fee–> 15.00$

 Not Neutered or Spayed   15.00$  late fee–> 19.00$

If you would like your dog tag and receipt/license sent to you in the mail, please include a self addressed and stamped envelope. (SASE).
